Jon Peat: Registered Roof Observer, Project Manager overseeing all design, survey, quality assurance, legal and investigation projects. 16 years experience – 9 as a Contractor and 7 as a Professional Roof Consultant. Extensive experience in the design, investigation and analysis of built up and modified bitumen membrane roofs, single ply membranes, metal, slate, tile, cedar and asphalt shingle systems. HAAG certified Roof Inspector, RICOWI Wind Investigation Team Member.
Wade Hamilton: Registered Roof Observer, 7 years experience, Certificate of Completion in Modified Bitumen Technology and Application, Certificate of Completion in Lightweight Insulating Concrete Technology and Application.
Jim Helmer: 38 years experience in the roofing industry. Started as laborer and progressed to Foreman, Superintendent and Project Manager. Competent in Built Up Roofs, Modified Bitumen, Single Ply, and Sheet Metal. Ray Simmons: 40 years experience in the roofing industry. Competent in all phases of roofing, including Built Up Roofs, Modified Bitumen, Single Ply and is a Journeyman Sheet Metal Mechanic. Served as roofing and sheet metal Project Manager. Employed in the Roof Consulting Industry for over 7 years in the capacity of Quality Assurance Observer and Field Investigator. Ray Melchor: 25 years experience in the roofing industry. Journeyman Sheet Metal Technician. Specializes in Standing Seam Metal Roofs and all phases of Sheet Metal application.
Calvin Butler: 18 years in roofing industry. Commenced as a Laborer and graduated to Foreman and Project Manager for Large Roofing Contractor over 3 years time. As a full-time Observer, Calvin is well versed in all types of Built Up Roofs, Modified Bitumen Roofing, Single Ply and Spray Foam, as well as Sheet Metal and Shingle Roofing.
José Vela: 15 years experience in the roofing industry. Foreman and Superintendent. Expert in Built Up Roofs and Modified Bitumen Roofs and is a Journeyman Sheet Metal Technician.

The Quality Assurance Observers and Staff at MHI have a combined experience of 184 years.
Our present staff and equipment are capable of handling a workload in excess of 10,000,000 square feet annually. Additional staff and equipment can easily be added to handle any additional workload.
Our office and field personnel have Windows based computer capability to process the field inspection reports, roof management programs, specifications, construction documents, and other reporting deemed necessary by our clients. Our roof plans and construction details are completed in AutoCAD LT format in house.
The staff at MHI is a combination of experienced, technically oriented, Professional Registered Roof Consultants, Registered Roof Observers, and seasoned roofing professionals with strong backgrounds in all aspects of low slope and steep slope roof construction. MHI has longstanding affiliations with an engineering firm to handle any asbestos related situations, a structural engineer for wind certification and testing, a civil engineer for drainage analysis and certification and a mechanical engineering firm for air quality analysis and HVAC equipment modification. Additionally, MHI provides continuous support for several major architectural firms in Texas.
MHI is an Independent Roof Consultant firm, with no financial ties to any manufacturer, roofing product supplier, or roofing contractor.
EXPERIENCE
DEMONSTRATED PROFESSIONAL COMPETENCE
Michael Hamilton of Michael L. Hamilton, Inc. (MHI) has specified or provided quality assurance observation (Q.A.O.) on approximately 75,000,000 square feet of roofing in the southeastern states over the last 21 years, while working as Regional Vice President for Armko Industries, Inc., Cooper and Associates, Inc. and MHI. Mr. Hamilton formed MHI in 1995, twelve years ago.
We have inspected, written specifications for, and delivered quality control for over 400 buildings in the public and private sector including manufacturing plants, hospitals, colleges, school systems, and other public entities, including numerous state agencies.
Our competence level is attested to by our track record, longevity and continuing relationships over the long-term with our clients. In over twelve years and with more than approximately thirty million square feet of roofing specified, investigated or inspected, MHI, to date, has only been involved in litigation, as an “expert witness.”
MHI, with its competent, professional and technically oriented people goes to extensive lengths to ensure projects are completed efficiently, on time and within budget parameters. Extensive experience in construction management provides a solid background for resolution of problems or site issues, when required. MHI carries Professional Liability Insurance, and is in good standing with WCB with no claims or lost time incidents.
Having worked for numerous public and private sector clients through out the state of Texas, we are fully familiar with the complexity of and requirements for proper handling of both project budgeting and requirements for bidding. Our experience includes projects varying in size from several thousand dollars to over three million.
QUALIFICATIONS TO PERFORM REQUIRED SERVICES
Qualifications that enable us to satisfactorily perform these services are provided by our technically oriented consultants. We update our consultants' roofing knowledge through attendance at NRCA sponsored seminars, Roof Consultants Institute (RCI) classes and seminars, RICOWI seminars and training, company meetings, subscriptions to various roofing and construction magazines, technical books by various authors, and structured filed investigation work amongst members to distribute information and knowledge evenly.
We do not have pre-conceived recommendations. The existing conditions of each particular roof and building dictate our recommendations; for a successful project begins with proper evaluation of the existing conditions and determination of priorities. In addition, an understanding of viable alternatives and the initial and long-term costs of those alternatives is important.

ROOF REPAIR / REPLACEMENT CONSULTING EXPERIENCE
MHI roof repair/replacement experience is documented by the size and numbers of buildings of our public and private sector clientele found on our reference lists (see attachment). MHI is a Texas based corporation with an office in Florida; we therefore have a great deal of experience in dealing with the problems and conditions involving wind and hailstorm activity that are unique to the south in general, and importantly, in the Texas and Florida coastal regions.
There is a combination of approximately 184 years of roofing experience in Michael L. Hamilton, Inc. Also, on an individual basis, MHI has had a roof consulting relationship with many of our clients for over 17 years. Other key personnel associated with MHI have specified, detailed and performed quality assurance for a number of years in an architectural capacity.
Not only do we identify whether a roof is maintainable or non-maintainable; we also have the capability to write repair and maintenance specifications as well as reroof specifications. This expertise has enabled us to allow our clients to achieve the most value for their expenditure and extend the life of their roofs until replacement funds can be allocated.
NATURE AND QUALITY OF COMPLETED WORK
MHI has specified multiple types of systems dealing with single ply membrane, standard asphalt and coal tar pitch built-up, coal tar elastomeric, polyurethane foam, modified bitumen and metal roofing. Having the experience and expertise on how these various roof systems perform under certain conditions enables us to recommend the system that will be most effective under the conditions found on that particular roof. This approach along with sound specifications and quality control ensures the quality of the completed work.
Properly specifying the correct system to accommodate the conditions found on the roof will give the performance desired and at the same time give the lowest cost per square foot of effective life over the long term.
BENEFITS
ABILITY TO MEET AND MAINTAIN SCHEDULES AND BUDGETS
Our project cost estimates are realistic budgets established through historical data based upon the type of project and its location. Historically we have had less than one percent (1%) of the contract amounts attributed to change orders. We try to eliminate change orders by having a complete understanding of the existing conditions and by preparing comprehensive specifications addressing all areas, including unit price proposals for unseen deck deterioration, rotted nailers, etc. We cover the bid package with the contractors at the pre-bid conference as well as have them walk the project with us and issue any addenda to the specification in writing prior to bidding.
We also hold a pre-installation conference with the successful bidder to again walk the project, go over schedules, review submittals, and verify that documents required in the specifications are in good order prior to starting work.
We establish conditions and standards for inclement weather. In an attempt to allow reasonable time for the contractor to perform sound roofing practice according to specifications, but finish the project in a timely manner.

MHI has developed this program on numerous occasions for our clients to facilitate budgeting several years down the road.
